Target Audience - Congressional Oversight of JFK Act

BK NOTES: I am currently working on a followup to a JFK Assassination Brief - Synopsis I did for David Talbot and the Truth and Reconciliation Committee (TRC) - that they may use and I will share with everyone once the TRC decides what to do.

The section How JFK was killed - the MO - and Valkyrie and Pathfinder were edited out of that synopsis so I have posted them (below) as an attempt to create an Executive Summary. This will be a Legal Brief of the assassination that will be submitted exclusively to Congressmen on the Oversight Committee, Judges, lawyers and law enforcement officials for the purpose of getting them to instigate legal proceedings.

We need JFK Act Oversight hearings in Congress, we can get the Dallas DA to convene a Special Grand Jury in Texas to investigate crimes related to the assassination, and possibly get a Municipal Judge to hold a Texas Court of Inquiry that could legally exonerate Oswald for the murder and require a new official investigation.

As former House Select Committee on Assassinations (HSCA) attorney Dan Hardway has said, the easiest thing we can do is get the chairman of the House Oversight Committee Rep.I. Cummings (D. Md) to hold an oversight hearing on the JFK Act, something that is required by law and has not happened in over 20 years.

From our friends in Washington D.C. however, the mood in there at the moment, especially among Democrats, is very anti-Trump, but it is Trump who extended the JFK Act by three years and possibly longer. Our open records cause however, is not only bi-partisan - it is non-partisan, and is something that both Democrats and Republicans should be able to work together on.

We need a small victory - soon - and in order to get the Congressional Oversight hearing(s) we should conduct a Congressional Briefing on the JFK Act - with just a few of the heavy hitters making short presentations - Jim Lesar and Dan Alcorn of the Assassinations Archives and Research Center (AARC), Dan Hardway of the HSCA and Jefferson Morley of JFKFacts.org, all of whom can make a strong case for the need for oversight hearing(s).

Once we get that Oversight Hearing in Congress - the other ducks and dominoes will fall - and we will have an opportunity to get the other potential legal venues going.

The best thing about the top three legal venues we are talking about - Congress, Dallas Grand Jury and Texas Court of Inquiry - is the fact that we only have to convince one person for each of these avenues. Only Rep. Cummings can schedule an Oversight Hearing, only the new Dallas District Attorney can convene a special grand jury, and only a Texas Municipal Judge can call for a Texas Court of Inquiry, which is a legal venue unique to Texas that is seldom used. Three reasonable men can and should do the right thing.

While the Dallas Grand Jury and Texas Court of Inquiry are long shots - the Congressional Oversight Hearing is not only possible - it is required by law - and will eventually happen, it is only a matter of when. And as my mother used to say, "Thank God for small miracles," and a Congressional JFK Act Oversight Hearing is something we can obtain.

If a small group of lawyers, researchers and journalists can't convince Rep. Cummings to hold a JFK Act Oversight hearing, then unfortunately, we will have to garner the thousands of voices that responded to Oliver Stone's "JFK" movie trailer that called attention to the sealed JFK assassination files and convinced their congressmen to unanimously pass the JFK Act in 1992. When has congress done anything unanimously?

Most Congressmen, including Cummings, usually only respond to requests from their constituents, but the Oversight Committee has many members - both Democrat and Republican - and if you are constituent off any of them - you have more power than the average citizen and can get their attention. This is especially so if you are a resident of Baltimore and a constituent of Rep. Cummings. He meets with constituents for fifteen minutes each every working day.

Here's a list of Oversight Committee Members - If your congressman is on this committee contact them and ask them one simple question - When will the Committee Conduct Oversight Hearings on the JFK Act? Please keep me informed as to when as I am interested in this issue.

Don't badger, accuse or be obnoxious as you will reflect badly on everyone. You can write a letter, but that takes time and you will not get a response. Fax is good and a phone call is better. You can ask for the staff member who is responsible for Oversight Hearings.

Congressman Elijah E. Cummings was born and raised in Baltimore, Maryland, where he currently resides. He obtained his Bachelor’s Degree in Political Science from Howard University, serving as Student Government President and graduating Phi Beta Kappa, and then graduated from the University of Maryland School of Law.

Congressman Cummings has dedicated his life of service to uplifting and empowering the people he is sworn to represent. He began his career of public service in the Maryland House of Delegates, where he served sixteen years and became the first African American in Maryland history to be named Speaker Pro Tem. First sworn in as a member of the U.S. House of Representatives in 1996, Congressman Cummings has proudly represented Maryland's 7th District since 1996. He became Ranking Member of the Committee in 2011.He was appointed as Chairman of the Committee in 2019.

Congressman Cummings often says that our children are the living messages that we send to a future we will never see. In that vein, he is committed to ensuring that our next generation has access to quality healthcare and education, clean air and water, and a strong economy defined by fiscal responsibility.

I will be posting new items along these lines soon - as the Citizens Against Political Assassination (CAPA) refines its program for Dallas this November, and the TRC gets its act together, things are happening in the background that can't be announced yet, but stay tuned.

Thank you for all who have supported this work, and continue to do so.
