Biden Washes Hands of the JFK Act

John Judge once said that the government always releases information they don't want to release on late Friday afternoon, so the mainstream news media doesn't bother with, and this is a good example, as the only news report I could find is from Pakistan. But this issue isn't over yet, there is still an active court case being reviewed that may change things. 

First Statement in Response to White House Announcement-

     "In a midnight Friday night announcement the White House has delivered the bad news that President Biden will be maintaining secrecy indefinitely on some JFK assassination related records.  This is unwelcome news for transparency advocates and concerned citizens of the country.  In 1992 the JFK Records Act was passed unanimously by Congress with the promise that all assassination related records would be released no later than October 2017, 25 years after enactment.  This promise has not been kept and in fact has been broken with  this midnight announcement.  By far the best course of action for the government is to make full release of JFK assassination records to restore some public trust.  That opportunity is lost for now."

SUBJECT:      Certifications Regarding Disclosure of
              Information in Certain Records Related to the
              Assassination of President John F. Kennedy

Section 1.  Policy.  In the three decades since the President John F. Kennedy Assassination Records Collection Act of 1992 (44 U.S.C. 2107 note) (the “Act”) was enacted, the United States Government has undertaken a comprehensive review of its records and has strived to make available to the public thousands of classified documents that provide a fuller understanding of the tragic assassination of President John F. Kennedy.  As I have reiterated throughout my Presidency, I fully support the Act’s aim to maximize transparency by disclosing all information in records concerning the assassination, except when the strongest possible reasons counsel otherwise.  Executive departments and agencies (agencies) have worked meticulously over thousands of hours of review to ensure that the American people have access to every single word that is appropriate for release under the standards of the Act.  With my final certification made in this memorandum -– the last required under the Act -– and definitive plans for future disclosures, my Administration is fulfilling the promise of transparency to the American people.
 
Sec. 2.  Background.  (a)  The Act permits the continued postponement of public disclosure of information in records concerning President Kennedy’s assassination only when postponement remains necessary to protect against an identifiable harm to the military defense, intelligence operations, law enforcement, or the conduct of foreign relations that is of such gravity that it outweighs the public interest in disclosure.  Agencies have applied this statutory standard when proposing the continued postponement of public disclosure of specific information, and the National Archives and Records Administration (NARA) has reviewed each of these redactions to determine whether NARA agrees that these redactions continue to meet the statutory standard.  In the Presidential Memorandum of December 15, 2022 (Certifications Regarding Disclosure of Information in Certain Records Related to the Assassination of President John F. Kennedy) (December 2022 Memorandum), I certified the temporary continued postponement of public disclosure of redacted information in a small number of records covered by the Act.  At the time, the Acting Archivist of the United States (Acting Archivist) advised that a limited number of records that were the subject of agency proposals for temporary continued postponement warranted further review to ensure that information from these records is disclosed to the maximum extent possible, consistent with the standards of the Act.  In the December 2022 Memorandum, consistent with that advice, I directed agencies to continue to work with NARA to review these records to determine if additional information proposed for redaction could be disclosed.
 
(b)  On May 1, 2023, the Acting Archivist informed me that the review process was complete and recommended that I postpone the public release of certain redacted information in the records certified for temporary postponement of public release in the December 2022 Memorandum.
 
Sec. 3.  Certification.  In light of the recommendation for continued postponement of public release of information in the records identified in section 2(b) of this memorandum under the statutory standard, I hereby certify, by the authority vested in me as President by the Constitution and the laws of the United States of America, including section 5(g)(2)(D) of the Act, that continued postponement of public disclosure of that information is necessary to protect against identifiable harms to the military defense, intelligence operations, law enforcement, and the conduct of foreign relations that are of such gravity that they outweigh the public interest in disclosure.  All information within these records that has been proposed for continued postponement under section 5(g)(2)(D) of the Act shall accordingly be withheld from public disclosure.  Future release of the information in these records shall occur in a manner consistent with the Transparency Plans described in section 5 of this memorandum.  
 
Sec. 4.  Release.  Any information currently withheld from public disclosure under section 4 of the December 2022 Memorandum that is not subject to the certification in section 3 of this memorandum shall be released to the public by June 30, 2023.
 
Sec. 5.  Transparency Plans.  As part of their review, each agency prepared a plan for the eventual release of information (Transparency Plan) to ensure that information would continue to be disclosed over time as the identified harm associated with release of the information dissipates.  Each Transparency Plan details the event-based or circumstance-based conditions that will trigger the public disclosure of currently postponed information by the National Declassification Center (NDC) at NARA.  These Transparency Plans were reviewed by NARA, and the Acting Archivist previously advised me that use of the Transparency Plans by the NDC will ensure appropriate continued release of information covered by the Act.  In the December 2022 Memorandum, I directed that the Transparency Plans submitted by agencies be used by the NDC to conduct future reviews of any information that has been postponed from public disclosure.  On May 1, 2023, the Acting Archivist recommended continued use of agencies’ Transparency Plans to release information covered by the Act.  Therefore, I direct the NDC to continue to use the Transparency Plans to conduct future reviews of any information covered by the Act that has been postponed from public disclosure.  The Transparency Plans will ensure that the public will have access to the maximum amount of information while continuing to protect against identifiable harms to the military defense, intelligence operations, law enforcement, and the conduct of foreign relations under the standards of the Act.
 
Sec. 6.  Publication.  The Archivist of the United States is hereby authorized and directed to publish this memorandum in the Federal Register.

JMWAVE - The Epicenter of the Conspiracy

 JMWAVE – THE EPICENTER OF THE DEALEY PLAZA OPERATION

Just as the COVID Records Act of 2023 focus on the city of Wuhan in China as the origin of the COVID epidemic, the CIA’s Miami base code named JMWAVE should be considered the epicenter of the plan that resulted in the assassination of President Kennedy in Dallas.

With the most recently released records on the assassination being released by the National Archives I have been focusing on those that mention JMWAVE, and almost every one adds another piece to the puzzle, and while there are a few gems, I have not yet found the motherload, though I know it is there.

But it is quite clear that all roads to Dealey Plaza pass through JMWAVE, and that’s where the focus should be.

I first learned about JMWAVE from the August 1975 issue of Harpers Magazine that published an article The Kennedy Vendetta by Taylor Branch and George Crile III. Using some former CIA agents and operatives who worked out of there in the early 1960s, they pieced together the general story of the base from where covert commando operations were launched against Cuba, along with trained assassins determined to kill Fidel Castro.

JMWAVE was the largest CIA base in the world until the Vietnam war got really hot, and was where some 200 case officers ran five to ten anti-Castro Cuban agents each, and they in turn recruited subagents so they had an underground army of a few thousand Cubans, some in Florida, some in New York, New Jersey, New Orleans and some in Cuba.

The case officers gave each agent money to pass on to their subagents, and they were all well paid, but they were primarily motivated by their hatred for Castro and desire to return to a free, democratic, captialistic Cuba.

I will be going over every detail I can get on JMWAVE, the organizational chart and those who worked there and operated out of there, though I realize, as Larry Hancock has mentioned, the persons assigned to JMWAVE changed over a period of time. I am most interested in the 1962-63-64 time period best assoicated with the assassination.

In the meantime, I will add more to this post as I go along, but a news bulletin from the White House has taken priority.

Porter Goss - JMWAVE Case Officer and Last DCIA

In his book “Zenith Secret,’ former US Army Ranger Captain Bradley Ayers mentions a CIA case officer named Porter. “I met Porter on one of my visits to the station while training the commandos on Elliot Key. Porter was in his mid-20s, I estimated, and by build, manner, appearance, and facial features, he might have been a youthful clone of Gordon Campbell. I believe this man was Porter Goss, President George W. Bush’s appointee to head the CIA in 2005.”

Chris Whipple, in his book “The Spy Masters – How the CIA Directors Shape History and the Future,” (Scribner, 2020), he devotes a brief summary of Porter Goss’ reign as the last director of the CIA before it was relegated as another intelligence agency under – the cabinet post  - Director of National Intelligence.

Of Goss, Whipple writes (p. 216-8), “On paper, Porter Goss seemed well qualified to steer the agency through the political minefields of the post 9/11 era. Garrulous and amiable, he was knowledgeable about intelligence; he’d served as a CIA case officer for almost a decade right out of college.”

“Few people came to be director as well prepared as Porter,” said McLaughlin. “He’d been chairman of the committee that oversees the agency. He’d been a case officer. And he was a damn nice guy.”

Whipple: “Nominated b Bush, he was sworn in as CIA director on September 4, 2004. Alas, the CIA under Goss was headed into treacherous waters, with a crew of bumblers who were in way over their heads.”

…Porter Goss had stumbled into the CIA almost by accident. As a junior at Yale in 1959, looking for a job in the placement office, ‘I went into the wrong room and literally ended up talking to a CIA recruiter,’ he recalled. After a two year stint in the Army, Goss signed up with the agency and was sent to Florida, where he was a case officer during the Cuban Missile Crisis. In 1970, stationed in London, Goss caught a bacterial infection that nearly killed him. He resigned in order to regain his health, and didn’t return to the agency.”

“With a family inheritance, Goss didn’t need to work; he owned houses in Sanibel Island, Florida, and Fishers Island in Long Island Sound, and a farm in Virginia. But he bought a newspaper and later went into business. Elected to the House in 1989, he specialized in intelligence issues and worked his way up to chain to the HPSCI. Now as CIA director, he was coming full circle. But he was about to commit a cardinal sin from which he’d never recover.”

“Tom Twetten, the former head of the Near East Division, tried to warn the new director, ‘Porter, don’t bring your staff with you,’ he told him. ‘You need to have people on the inside who understand what’s going on here as your aides.’  But Goss was on a mission. He believed he was empowered, by both the White House and Capitol Hill, to ‘crack his wip’ on the agency. The new director arrived at Langley with a Praetorian Guard of deputies from his congressional office. Ignorant of Intelligence matters and inept as managers, they were dubbed ‘the Gosslings.’”

“The Gosslings immediately launched a purge. ‘These guys started settling scores with officers who talked back at them,’ said one operative. Anyone thought to be disloyal to Bush or who questioned the Gosslings’ authority was a target. The more valuable the CIA officer, it seemed, the more expendable. Making matters worse, Goss declared that the CIA should support the president and his policies. Support policies? Tailoring intelligence to a political agenda was not what anyone at Langley signed on for. It was all too reminiscent of James Schlesinger decreeing that the CIA ‘was going to stop fucking Richard Nixon.’”

Eventually Joshua Bolton, the chief of staff, told Goss that “the president had decided it was time for a change.”

RFK, Jr. on the Campaign Trail – It’s déjà vu All Over Again

There's a war on, there's an incumbent democratic president, a Kennedy running against him and the 2024 Democratic National Convention will be in Chicago, just like it was in 1968 when the convention ended in riots in the streets. 

During the 1980 presidential campaign Sen. Ted Kennedy threw his hat into the ring even though he didn’t have much of a chance. Because I had skied with his son Teddy Jr. in Colorado a few times, I was asked to put up RFK, Jr. at my Ocean City, N.J. home when he visited Atlantic City in support of his uncle Ted. I took him to the WUSS AM radio station where he gave a live on air interview to the black audience and then attended a house party in his honor in Longport, after which we returned to my home. There he signed a paperback book we kept in the bathroom The Kenned Wit, with humorous quotations from JFK’s press conferences.

The next morning we waited on my front porch for Bobby’s brother Michael, who was doing the same thing somewhere else, and I was to drive them to New York. When Michael arrived, we walked down to the sidewalk to shake hands, and out from the house new door came another campaigner, George Bush, the son of the Vice President, who had stayed overnight at the home of my neighbor, old Mrs. Miller, the staid solid Republican.

I thought it was quite a coincidence, and we all shook hands and laughed, and then I drove Michael and Robert to New York City. On the way up I related the fact that my father once recalled meeting their late uncle Joe, Jr. in London during the blitz, when they shared a hotel room together and then went to mass the next day, ignoring an air raid warning. The boys invited me to have dinner with them, and argued over whether to dine at the exclusive 21 club or get a pizza, and pizza won out.

After following RFK, Jr.’s career as an environmental lawyer, I was kind of taken aback by his entrance into the presidential race, as I wasn’t sure he’s presidential material, though there doesn’t seem to be anyone else out there.

I wasn’t an anti-vaxer, and the two guys I knew who were both died of COVID, and I think it may have saved my life. But I listened to him, and I liked the idea that he looks closely at the big chemical companies and their relationship with the government, that is very similar to the big defense contractors.

While RFK, Jr.’s speech is impeded, he appears to have gotten that under control, and without the normal inflections, it’s kind of a monotone, but it makes you pay attention to what he is saying.

It was great that Randy Benson is continuing the tradition of meeting every June 10th at the historic marker at American University where JFK gave his celebrated “Peace Speech,” that everyone should read, and I have posted at JFKCC2 Randy’s remarks that he reposted on Facebook, that I think is important.

I listened to his June 20, 2023 “Peace Speech” from New Hampshire, and was impressed, as I didn’t really disagree with anything he had to say, and it gave me a déjà vu, as in 1968, at 17, I was a “clean for Gene” McCarthy for President, when he knocked a sitting president LBJ out of the race in the early New Hampshire primary.

As Yogie Bera said, “It’s déjà vu all over again,” as just like 1968 there’s a Kennedy up against a sitting president, and the Democratic National Convention is in Chicago, where the democratic political machine and the Kennedy people ignored Gene McCarthy and went with lame George McGovern, who ushered in the Nixon years.

So now we have another Kennedy for President, up against a sitting democratic president with a convention in Chicago, something to look forward to as it is sure to get interesting.

The public opinion polls are most surprising, with RFK, Jr. surpassing President Biden as a contender, and Douglas MacKinnon’s op ed piece in The Hill stating that RFK, Jr. will be the 2004 Democratic nominee –

I also got to know journalist Dick Russell through my JFK assassination research, and had him come to Somers Point to lecture on his fishing book Striper Wars, when he told me that he was a friend of Bobby, Jr., and fished with him once in awhile.

And now I’m glad to see that Dick has written a biography of RFK, Jr., that will certainly give an insider’s view of the man, and set the record straight about all of the controversies over his somewhat radical beliefs.

While I can’t address the anti-vax issues, I do know that Bobby, Jr. is correct in his statement that the CIA, at least a part of the CIA – namily JMWAVE, had a big role and was responsible for the murder of his uncle President Kennedy. That can be supported with facts, and I will try to compile them.

In the meantime, you can read Dick’s bio of the man, and judge for yourself whether he is qualified to be president.

I have two chapters in the book about how Bobby's views on the assassinations of his uncle and father evolved to the realization that elements of the CIA were responsible - which he's begun speaking out about in the course of his presidential campaign.  Once he began speaking out about public health concerns, a lot of people who he'd worked closely with for years shied away from him and his views were suddenly no longer welcome in the media.  During the pandemic, Bobby was kicked off Instagram and labeled an "anti-vaxxer" who spread misinformation.  I knew from many conversations with him this wasn't fair or true, that he was an advocate for safe vaccines and a foe of government agencies being captured by the very corporations they're supposed to regulate.  

So I decided to write a book that would chronicle his remarkable environmental achievements over forty years as an environmental lawyer, as well as tell the real story of how and why he became such a powerful advocate for children's health.  I also wanted to provide an honest picture of the trauma he'd experienced following the assassinations of his uncle and father and how he managed to find the moral courage to become the leader he is today. 

In the course of my research and writing, Bobby and I sat down together for many hours of interviews and he granted me access to his intimate private journals.  I also spoke with many of his friends and associates, to gain insight into his character.  This wasn't part of a campaign effort, because he didn't decide to run for president until I was almost done with the book.  Now I'm hoping that readers will get a stronger sense of who he is and realize that he's the right person to heal the divide in our country and bring people together in a way that his forbears sought to do.

BK NOTES: This is important for a number of reasons, the least of which is to answer the outstanding questions regarding the origin of COVID, whether it was a natural forming disease or one that was intentionally or accidently leaked from the Level 5 - Chemical and Biological Research facility at Wuhan, a facility similar to the Level 5 facility featured in the movie Andromeda Strain. More important is the 90 day deadline for the release of the records - a deadline that was set for last Sunday. Why are there no news reports on this? And did the government actually release the records and where can they be reviewed? And can we get the JFK Records Act of 2023 to pass Congress and get signed into law in the same Unanimous Consent procedure?

A bill to declassify COVID-19's origins clears the House and heads to Biden

The House has unanimously passed a bill to require the Director of National Intelligence to declassify information regarding the origins of the COVID-19 pandemic.

It cleared the chamber 419-0, with 204 House Democrats joining Republicans in support of the bill. A Senate version of the measure, which was introduced by Sen. Josh Hawley, passed that chamber by unanimous consent earlier this month.

Biden told reporters he hadn't decided yet whether he will sign the bill. White House press secretary Karine Jean-Pierre said the president is committed to "get to the bottom" of the origins of COVID but also wants to protect classified information.

Ohio Republican Rep. Mike Turner, the chair of the House Intelligence Committee, voiced his support of the bill during floor debate.

"The American public deserves answers to every aspect of COVID-19 pandemic including how this virus was created, and specifically whether it was a natural occurrence or was the result of a lab related event," Turner said.

Connecticut Rep. Jim Himes, the ranking member of the House Committee on Intelligence, said ahead of the vote that he was supporting the bill because he thinks transparency on the issue would help silence false theories.

"I believe that the IC [intelligence community] should make as much public as they can," Himes said speaking on the House floor Friday. "Transparency is a critical element of our democracy. The factual grounding of the IC's analysis can be an antidote to the speculation, the rumor and the theories that grow in the absence of good information."

He also noted that the bill allows officials to redact information "to protect sources and methods."

The bill comes amid debate over the virus' origins. Eight U.S. government agencies are investigating the source of COVID-19, and they remain very divided on the issue. None of them is certain about the cause. Four lean toward natural causes. Two haven't taken a position. Meanwhile, the evidence produced by the greater scientific community points overwhelmingly to a natural cause, via exposure to an infected animal.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, : COVID-19 Origin

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``COVID-19 Origin Act of 2023''.

SEC. 2. SENSE OF CONGRESS.

    It is the sense of Congress that--

            (1) identifying the origin of Coronavirus Disease 2019 (COVID-19) is critical for preventing a similar pandemic from  occurring in the future;

            (2) there is reason to believe the COVID-19 pandemic may have originated at the Wuhan Institute of Virology; and

            (3) the Director of National Intelligence should declassify and make available to the public as much information as possible  about the origin of COVID-19 so the United States and like-minded countries can--

                    (A) identify the origin of COVID-19 as expeditiously

                as possible, and

                    (B) use that information to take all appropriate measures to prevent a similar pandemic from occurring  again.

SEC. 3. DECLASSIFICATION OF INFORMATION RELATED TO THE ORIGIN OF COVID-19.

NOTE DEADLINE: Not later than 90 days after the date of the enactment of this Act, the Director of National Intelligence shall--

            (1) declassify any and all information relating to potential links between the Wuhan Institute of Virology and the origin of the Coronavirus Disease 2019 (COVID-19), including--

                    (A) activities performed by the Wuhan Institute of Virology with or on behalf of the People's Liberation Army;

                    (B) coronavirus research or other related activities performed at the Wuhan Institute of Virology prior to  the outbreak of COVID-19; and

                    (C) researchers at the Wuhan Institute of Virology who fell ill in autumn 2019, including for any such  researcher--

                          (i) the researcher's name;

                          (ii) the researcher's symptoms;

                          (iii) the date of the onset of the researcher's symptoms;

                          (v) whether the researcher was involved with or exposed to coronavirus research at the Wuhan  Institute of Virology;

                          (vi) whether the researcher visited a hospital while they were ill; and

                          (vii) a description of any other actions taken  by the researcher that may suggest they were experiencing a serious illness at the time; and

            (2) NOTE: Reports.  submit to Congress an unclassified report that contains--

                    (A) all of the information described under paragraph

                (1); and

                   (B) only such redactions as the Director determine necessary to protect sources and methods.

 The Vision and the Reality

The Vision and the Reality 

Every June 10th, the anniversary of President Kennedy's "Peace Speech" at American University, I think about President Kennedy's vision of world peace, and John Judge's vision of a Washington D.C. based permanent archive, library, museum and historical research center focused on political assassinations and how and why neither of those dreams and visions have been full filled. There's always a reason.

With JFK we know they blew his head open on a public street in front of hundreds of witnesses, including his wife, and as Gorby said when he visited Dallas, it was JFK's vision expressed in the Peace Speech that probably got him killed, or at least contributed to it. 

For John Judge it was his health, and the failure of those around him to do the right thing when he got sick and died. 

But both JFK's vision of world peace and John Judge's vision of a permanent DC based assassination research center can still be realized, if only those with the power to do so will take the time and put in the effort. 

As an ancient oriental philosopher once said in a haiku - and I am paraphrasing here - '

Before reality comes the vision. 

And we have a vision of what we would like the world to be.The vision is no problem, we can see it with our eyes closed, as it wasn't just JFK or John Judge's visions, but it was a mutual vision that many of us shared, and tried to make happen, and we have had many opportunities, but there was always a road block. 

When Daniel Ellesberg passed away this week, I recalled a meeting he had with a number of top flight JFK assassination researchers in San Francisco, and from some of those who were there, I learned that he said, okay, now you know the president was killed by a conspiracy, and the government was involved, -  what are you going to do about it? 

Well, each generation made that decision. The first generation of JFK researchers, led by Philadelphia attorney Vincent Salandria, started and maintained a chain mail network among their associates, that included Gaeton Fonzi, and others of his caliber. 

Some of them, including Carl Oglesby, and his cohorts formed an organization - The Assassination Information Bureau (AIB), that had walk in offices in Boston and Dupont Circle in DC, and was instrumental in getting Congress to form the Church Intelligence Committee (SSCIA) and the House Select Committee on Assassinations (HSCA), both of which include records that the government still won't disclose. 

Oglesby was a New Leftist in the 60s, as I was, trying to sturr things up and make a difference. He also tried to percieve the Deep State in an unorthodox way - and wrote about it in his radical and influential book "Yankee and Cowboy War," dividing the lines in the Devil's Chessboard as not between, liberals and conservatives, democrats and republicans, right wing and left wing, but rather as the liberal Yankees of the Northeast and the Cowboy Reactionaries of the South, as best represented by LBJ, John Connally, the Bushs et al, and the Kennedys and their contingent. 

After the HSCA disbanded and it's records locked away for 50 years and not responsive to the Freedom of Information Act, John Judge and I co-founded the Committee for an Open Archives (COA) to lobby Congress to release the HSCA records. Though we were unsuccessful, we did learn a lot about Congress and how it operates. 

Before COA ever got started there was the AARC. Washington attorneys Bud Festerwald, Sr, and Jim Lesar started the Assassination Archives and Research Center (AARC) that now has most of its records in storage as they are being scanned and posted on line, but for a couple of years they had a walk in archives, library and research center near 14th Street, near the White House, where I spent many a nights reading the records released by the CIA and copied by the AARC. Festerwald, along with fellow Congressional investigator the irrascable Harold Weisberg, filed hundreds if not thousands of FOIA requests related to the JFK assassination. 

Today, Jim Lesar and Dan Alcorn of the AARC file most of the relevant FOIA requests related to the assassination and have represented other researchers in their quests, especially Jeff Morley. 

In Dallas, Gary Shaw and a number of others got together and started the Assassination Information Center on the third floor of a West End mall, behind the Texas School Book Depository. 

Shaw was a major instigator of the first successful Dallas ASK conferences, which was run by a professional, corporate conference organization. That's where John Judge decided that we should have our own organization and put on our own conferences, and thus began the formation of  COPA - the Coalition on Political Assassinations. The first two COPA meetings were held over a weekend at the Quaker Center on Capitol Hill, where three organizations - COA, AARC and Jim DiEugenio's California based group formed the coalition, with Dr. Cyrl Wecht named chairman. 

COPA sponsored two very successful national conferences in DC, one at the Sheraton, where Earl Warren lived and still haunts the halls today. It was at one of those two early COPA conferences in DC when Debra Conway got the idea for JFK LANCER - to educate a new generation about the assassination and began to organize conferences in Dallas that often competed with the COPA conferences. 

Former Dallas legal assistant Mary Ferrell began a chronology and index card name file on the day of the assassination, and her records now incorporate many of the recently released records and are made available on line at the MaryFerrell web site thanks to Rex Bradford. 

Now there are two other organizations that hold annual conferences in Dallas and sometimes elsewhere - the Judyth Baker group and I think she may have joined forces with the college professor David Denton who holds conferences at his school. 

For awhile there was a Florida group that met periodically, and included Gaeton Fonzi, and others have sprung up in England, where there's the Dealey Plaza UK group that meets at pubs for lunch and usually have a visiting guest speaker, and another in Australia, where Greg Parker has organized Justice for JFK.

There's a lot happening on line as well - with every conceivable belief having its own web site or Facebook page. 

Of those on line, I think the best are Jeff Morley's JFKFacts.org, Jim DiEugenio's Kennedys and King, and Russ Baker's WWWW. 

A few years before he died, John Judge finally got the Hidden History Museum formally institutionalized as a not for profit organization, and it looked like it was about to take off when he had a massive stroke and died. Those who were close to him at the time, and served on the board of the HHM, decided to disband COPA, even though the COPA board was not informed, and co-mingle the COPA funds with the HHM funds, and take the COPA and HHM archives to a strip mall in York, Pennsylvania. 

So those of us who wanted to continue the work of COPA formed a new organization CAPA - Citizens Against Political Assassinations, as a group of individuals and not organizations, under the belief that we all could get along if we had a common goal. Boy was that wrong. 

All of these organizations have gone through changes over time, and those that still exist will continue to do so, and they provide a good opportunities for those who are looking for something to do. a

The most significant things actually being done are by lawyers in the courts - as the AARC has been doing for years, and Bill Simpich and Larry Schnapf, along with the Mary Ferrell organization, have filed suit against the President and the National Archives for failure to enforce the JFK Act. 

While those of us who are not lawyers can't do that, we can support them, give them research facts that can be used in their arguments, and write and speak out about the government's failure to obey the law, as RFK, Jr., Jeff Morely and others have done and are doing. 

In addition, one Congressman has authored and submitted a new bill JFK Act of 2023, that is now being reviewed by a number of committees, but I believe it should be put on the fast track, much like the COVID Records Act of 2023 that passed Congress and was signed by the President three months ago in a process called Unanimous Consent, in which the bill is passed without any objection or debate. I believe the JFK Act of 1992 was passed that way and I know the COVID Records Act went though, with a 90 day deadline for release of all of the COVID records, and that deadline was yesterday, so they should be released today. I will be doing a separate blog post on the COVID law, not because of what it says, but because of how it was passed and how the government responds to it. 

There's also a new JFK Act of 2013 that deserves a closer look, and I will be giving it some time soon, but there's a lot to be done before our joint vision of peace and a permanent assassination research institute become a reality.

June 10, 1963 - 2023- Sixty Years Retrospective

Not really a date that stands out in history, June 10th, 1963, sixty years ago, was the day President John F. Kennedy gave the graduation speech at American University in Washington D.C. 

He used the occasion to give what many believe was his most important speech, now generally referred to as the Peace Speech. In it Kennedy called for an end to the Cold War, the nuclear arms race and for the establishment of a true peace, "not a Pax Americana enforced on the world by American weapons of war,  but the kind of peace that makes life on earth worth living...that enables men and nations to grow and to hope and to build a better life for their children - not merely peace in our time but peace for all time." 

It was actually authored by speechwriter Ted Sorensen, based on a draft by peace activist Norman Cousins. On the ride home, in the back seat of the limo, JFK asked Sorensen, "Do you think they got it?" 

Well I don't know if the graduates got it, but Soviet leader Mikhail Gorbachev certainly did, and it probably helped lead to the fall of the wall, the end of the Soviet Union and the Cold War. 

When Gorbachev visited Dallas in 1998, - and I missed him by a few hours, he stopped by the Grassy Knoll, where Bob Groden gave him a copy of his book. Then Gorbachev visited the Sixth Floor Museum where Gary Mark had him sign the daily ledger, in which he made a reference to JFK's Peace Speech and wrote: "He looked far ahead and he wanted to change a great deal. Perhaps it is this that is the key to the mystery of the death of President John F. Kennedy." 

And indeed, today we recognize that speech as a truly significant event, and that place and time are special. And as Gorbachev wondered, - did it play a role in his murder? That is something we should be wondering too. 

As Bill Turner once explained, the motives were piling up - the Bay of Pigs, peaceful resolution of the Cuban Missile Crisis, the Nuclear Test Ban Treaty, the backchannel negotiations with Fidel Castro, all against the objections of the Joint Chiefs of Staff and the intelligence community. And the Peace Speech was presented without running it past the Pentagon or the CIA, as such things were usually handled, so it was a surprise to them as much as it was to the Russians. 

One morning over breakfast with John Judge I read aloud a newspaper quote from Senator Ted Kennedy. He said that despite the fact the Kennedy family put flowers on JFK's grave every November 22, they would prefer President Kennedy's administration, policies and legacy to be remembered and not his assassination. 

So after mulling that over for awhile, John and I discussed it and decided to take the Kennedy family up on that request, so besides going to Dallas ti hold a moment of silence ceremony at Dealey Plaza every year, as Penn Jones did and John Judge continued  we would try to honor JFK's legacy of Peace. And where best to do that than American University?

We drove there, passing the White House, the Harvard Research Center, that we wanted to emulate, the Naval Observatory where the Vice President lived, to American U. There at the end of the athletic field is an historic marker where the makeshift stage had been erected and JFK gave his speech to the graduate in their cap and gowns.

Now the graduations are held a week earlier, so there aren't many students roaming around the campus on June 10th, but we were there. Then we began to make it tradition of going every June 10th, trying to drum up support via COPA and our circle of friends. Sometimes it was just me and John, T. Carter and Marty Bragg, joined by a few others who lived nearby. 

We met at 12 noon, and took turns talking, explaining whey JFK meant something to us, and we would read sections of his speech, for about an hour. Then we would go to lunch and continue our conversations on topic, usually to a nearby Thai restaurant. 

One year, early on, we got an open classroom and John Newman and Dan Alcorn made presentations, and the school even let visitors from out of town stay the night in a dorm. A few women came down from New York and one guy actually flew in from London just to attend our little affair. 

Documentary film maker and teacher Randy Bensen attended a few time and filmed it, and Randy has been the biggest advocate of keeping the June 10th event a real annual tradition. He was recently talking about it wirh Len Osanic on the Black Op Radio program. A few days before this year's date Len contacted me and asked me if I was going to go to the American U. event. But no, I just can't do it anymore, as it is too painful. It's even painful for me to think about it and write this. 

From what I understand, current presidential candidate RFK,Jr., was denied permission to speak there as a memorium, though I'm not sure if he wanted to speak at the graduation ceremony, or just the memorial service on June 10th. The area is open to the public and we never asked permission. 

And BTW, Dick Russell's biography of Robert F. Kennedy, Jr. will be published and available soon. It should be a good one as Dick is a frequent fishing partner of Bobby, Jr. so he's got an inside scoop. 

I was glad that Randy Bensen was there, and was joined by a few others, including attorney Dan Alcorn, who was at many of the early events as well. Dan is the President of the Assassination Archives and Research Center (AARC), and spoke on the meaning of the Peace Speech and recent developments in the investigation of President Kennedy's murder. 

Dan mentioned not only the significance of the Peace Speech but also the Civil Rights Speech the following evening. "That in two days national policy was dramatically changed to peace and equality. Two of the most consequential days in U.S. history." 

While Randy probably filmed much of the event, so we should get it soon on line, Dan Alcorn mentioned how the nuclear test ban treaty was passed against the opposition of the Joint Chiefs of Staff, CIA director John McCone, and Dr. Edward Teller, the theoretical physicist who is often referred to as "the father of the hydrogen bomb."

Peter Dale Scott once attended a meeting at Stanford where Teller was discussing "how to deal with the JFK problem." 

Well we know, and Gorbachev knows how they delt with that problem. 

American University has a number of JFK connections besides the Peace Speech. 

Around the time of the media uproar over Oliver Stone's "JFK," - which began even before the movie was released, an American University professor sponsored a panel discussion in the main theater with the title - Cinema and Politics, that included Dan Moldea, retired Air Force Colonel Fletcher Prouty and a few others But when one backed out at the last minute, John Judge was recruited to sit in. And it was one of John's best moments, as he recounted his mother's experience working as a statistician for the Joint Chiefs of Staff at the Pentagon, and the immediate change in Vietnam policy after the assassination. 

When Moldea tried to make a case for the mob being behind the assassination, John said the "mob were water boys for the CIA," and they didn't control the motorcade route, the autopsy or anything. 

John said, "I started at the bottom and worked my way up and Fletcher Prouty started at the top and worked his way down, and we met at the Joint Chiefs of Staff." 

C-SPAN filmed it, and I have seen it on Youtube, and will try to find it again and will post it here when I do. 

Then a few days later Diane Rehm, who did On My Mind, a daily interview show on National Public Radio (NPR) from a studio at American U., asked John Judge to be on her program.  John took Prouty along and introducing him as "The Real Mr. X" from Oliver Stone's "JFK." 

Prouty must be a threat to some people because he is often criticized and attempts are made to discredit him, but as far as I'm concerned, he was the first person to call attention to USMC Victor "Brute" Krulak, who had offices in the White House and another one just down the hall from Prouty at the Pentagon. Krulak was known as SACSA - Special Assistant  for Counter-Insurgency and Special Activities, responsible for giving the CIA military assistance for their covert operations in Cuba and Vietnam. 

And it was Prouty and Krulak who identify a man walking besides the Texas School Book Depository in one of the Tramp photos shortly after the assassination as then recently retired Gen. Ed Lansdale. 

The Judge-Prouty interview with Diane Rehm on NPR was also recorded and is archived somewhere, and I'll try to find it and post that here as well, so stay tuned. 

There's also a few American Univeristy professors who are players in the JFK game, including Peter Kuznick, director of the Nuclear Studies Institute, who worked with Oliver Stone to produce a series of Untold History TV programs. 

Then theres Max Holland's wife, and history professor who advised him to "look for patterns," as I do. 

Another professor, Anna K. Nelson, was a member of the Assassinations Records Review Board (ARRB). Her ARRB papers are archived there. 

The late Professor Nelson, although an academic achievement award is named after her, wrote an essay for an anthology on government secrecy in which she gets a few key things wrong. She wrote: "The Warren Report concluded that President Kennedy had been killed by bullets fired by only one assassin, Lee Harvey Oswald, from the sixth floor of the Texas School Book Depository Three shots had been fired, one hit the president but did not kill him, one went astray and the third killed Kennedy and wounded Governor Connally of Texas...."  Got that wrong. That's certainly not what the Warren Report concluded. 

She also says Oswald's decision to kill the president came from internal demons, not an external conspiracy." 

Of the JFK Act that created the board she served on, she writes, "The act was designed to strip away theories that implicated federal agencies in a conspiracy to murder the young president," which is totally untrue. 

The JFK Act did not call for any investigation to discredit conspiracy theories, but rather to gather records, have all of the federal agencies turn their assassination related records over to the National Archives, preserve them and open them all to the pubic as part of the JFK Assassination Records Collection at NARA. 

And that has still not yet happened, years after the October, 2017 deadline she helped set. 

When Dan Alcorn talked at the June 10th memorial service at the American U. historic marker this year, he mentioned John Judge, and said he still thinks about John nearly every day, as I do. 

And it is my memories of John and his incredible vision of what could be, should be, but isn't, that makes me sad, depressed and sometimes mad. 

To paraphrase what a Japanese philosopher once said, before reality, comes the vision. 

And like John F. Kennedy's vision of peace, John Judge had a vision, and it wasn't just to hold an annual moment of  silence at Dealey Plaza, or meet at the Peace Speech marker every June 10, but much more.

John Judge wanted to establish a permanent brick and mortar secret assassination history museum, library, document archive, research center, theater and cafe, in downtown Washington D.C. He wanted to locate it near the Fords Theater, so the busloads of school students had an alternative to the house where Lincoln died, the FBI tour, and Spy Museum. 

While I didn't have anything to do with it, he incorporated the non-profit Hidden History Museum (HHM) as a start, and put a board of directors together. But he had a stroke and died before he could full fill his vision and dream. And in the end, John's so-called friends disbanded COPA - The Coalition On Political Assassinations, that John was the director of and spent 20 years building, which is why we had to form CAPA - Citizens Against Political Assassinations. 

The executor - and I mean executor of John's estate, ignored his last will to keep his private belongings separate from the HHM, that was to get all the books, COPA archives, documents and papers. The COPA and HHM bank accounts were wrongfully co-mingled, as they were two different types of non-profit organizations, and with his five figure life insurance policy, there was enough to establish the HHM storefront and research center in downtown D.C. as he wanted. His vision. 

Instead the HHM board members permitted the HHM to be locked away in a closed strip mall storefront in the boondocks of York, Pennsylvania, and in private hands rather than a permanent institution, where they belong. 

It is here where the legacy of President Kennedy and John Judge come together. I agree with Len Osanic, and we should honor JFK's Peace Speech for what it was, as I did for over a decade by being there and getting the ball rolling for the memorial services at the AU historic marker. And when John Judge's vision of a real HHM in DC, rather than a truly hidden one, is realized, I will go back there again, if I am still alive. 

As JFK said in that speech, "And we are all mortal," and indeed we are, and in some cases, at least this one, it will probably take those who come after us to full fill these visions and dreams.

Pathfinder at Dealey Plaza - Revised and Updated

Just as the Valkyrie plot to kill Hitler was the overall general Strategic plan adapted by the CIA to use against Castro, the Pathfinder plan was the specific, detailed tactical plan to kill Castro that was diverted to President Kennedy in Dallas.

The original pathfinders were the U.S. Army Rangers, special forces parachuted into France to lay the groundwork for the D-Day Normandy invasion. 

The Pathfinder name was appropriated by the CIA trainers of the anti-Castro Cubans who were to be sent into Cuba before what became the failed Bay of Pigs invasion. They were the elite, specially selected and trained to infiltrate Cuba, make contact with the anti-Castro partisans and lead the attacks against Castro to overthrow him, some – E. Howard Hunt, say they were to kill him.

At first Air Force–CIA general Ed Lansdale and his Phillipine associate Napoleon Valentine and US Marine Col. Hawkins, had laid out a plan to train all of the anti-Castro Cubans as commandos, infiltate them into the eastern Cuba and have them establish a base of operations in the Escombay mountains as Castro himself had done.

But at some point Lansdale was forced out of the training, and the plan was revamped to become a full scale mechanized invasion with ships, tanks and air planes. I have never been able to figure out who was responsible and when this plan was changed, But I have a felling it was done by Gen. LeMay, who is mentioned in some of the Bay of Pigs documents, because he had a pronounced dislike for Lansdale and the unconventional warfare that he proposed.

The Pathfinders however, were kept together and sent in to lay the groundwork for the invasion, but when it failed, some were killed, others captured and a few made it out and back to Florida. There they regrouped at the JMWAVE CIA Miami station, controlled by the Cuban Task Force W. located in the basement of the CIA HQ at Langley, run by William Harvey.

When President Kennedy told the CIA he wanted to meet “America’s James Bond,” who was licensed to kill in the line of duty, they sent William Harvey over to the White House. The portly, pear shaped Harvey didn’t look like 007, but he checked his pistols with the Secret Service at the Oval Office door and met the President. 

Harvey was assigned to lead the CIA’s assassination program code named ZR/RIFLE, as well as the administrative Task Force W and the operational JMWAVE base in Flordia at the University of Miami.

But Harvey didn’t get along with the president, or especially Robert F. Kennedy, who after the Bay of Pigs was put in charge of covert Cuban operations and served on the NSC.  

Harvey’s official biography “Flawed Patriot – The Rise and Fall of CIA Legend Bill Harvey” was written by Bayard Stockton (Potomac Books, Washington D.C., 2006, p. 125). In it h says: “By early Spring 1962 Task Force W’s headquarters staff was in place. Bill’s throne room during the fraught Cuban days was, of course, in the Langley basement, but his empire was in Miami, masquerading as Zenith Technical Enterprises (aka JMWAVE) on two thousand acres of CIA-leased property (on the University of Miami south campus).”

There at JMWAVE the Pathfinders were given additional training by former USMC and CIA trainer Carl Jenkins, whose specialty was covert infiltration and exfiltration, and legendary CIA trainer John “I.F.” Harper, whose specialty was explosives and training snipers.

In addition they got help from General Victor Brute Krulak (SACSA) the Special Assistant for Coutnerinsurgency and Special Affairs, whose job at the Pentagon was to give military assistance to the CIA for covert ops in Cuba and Vietnam. Krulak cross posted two U.S. Army Rangers to the CIA to assist them in the training of the Pathfinders, Capt. Edward Roderick and Capt. Bradley Ayers. 

Ayers wrote extensively about his experiences at JMWAVE in two books, “The War That Never Was: An Insider’s Account of the CIA Covert Operations Against Cuba,” (Indianapolis: Bobbs-Merrill, 1976), and  “The Zenith Secret – A CIA Insider Exposes The Secret War Against Castro And the Plot That Killed The Kennedy Brothers,” (Vox Pop, NY, May 2006). Vox Pox was a very obscure publisher that was run out of a Bronx, NY storefront.

Unbelievably, both Sylvia Meagher’s “Accessories After the Fact” and Ayers’ first book were published by Indiana publisher Bobbs-Merrill. They specialized primarily in schoolbooks and reportedly had an office on the fourth floor ot the Texas School Book Depository (TSBD). Even more unbelieveable is the fact that when William Harvey left the CIA he returned home to Indiana and became the legal counsel for Bobbs-Merrill and edited Ayers’ book. Among the items edited out, Ayers told me, were all references to Gordon Campbell, the head of Maritime operations at JMWAVE.

An official CIA Public Affairs officer, in response to a media request as to whether or not Bradley Ayers “was ever a CIA agent,” wrote: “According to our records, he was never an Agency employee. As an Army officer, Mr. Ayers was detailed to work with the CIA from May of 1963 to December 1964. Because he never was an Agency employee – and, as such, never signed a pre-publication agreement with us – any suggestion that the CIA tried to censor or suppress his writings is incorrect.”

So since Ayers was never a CIA agent he never signed a confidentiality agreement requiring the CIA to review any manuscript before publication, but Harvey was in position to take care of that.

In his second Zenith Secret book, not vetted by Harvey, Ayers recalled that, “Rod (Capt. Ed Roderick) described an interesting new guy, Colonel Rosselli from Washington with whom he was working in operations.”

Ayers says that Roderick “had been drinking before he got to the house that night…confided, he and the recently arrived Colonel Rosselli were working on plans to ambush Fidel Castro, and they had been on a weekend binge together. They’d become close friends as they spent time together; their drinking friendship was a natural extension of their on-duty relationship.”

“While we ate I discussed my training activities,” Ayers continued, and “Rod began to tell me about the new things that were ‘in the air’ at the station….It seemed the administration was ready to begin making an even more concerted effort to unseat Castro…The Special Group had already removed a number of targets from the restricted list, and there were more to go. It was up to the CIA, specifically the Miami station, to plan the new missions, recruit and train exiles, and mount operations to strike the Communist dictator where it really hurt. Other espionage activities were being carried out to coincide with this paramilitary effort, and still more attempts to eliminate Castro were being developed.”

“Then he dropped it,” Ayers says. “He told me Rosselli was a high level Mafia boss with Havana connections. I was speechless. The American government collaborated with organized crime? I couldn’t believe it. I was anxious to meet this guy.”

Harvey's authorized biography “Flawed Patriot” was vetted and approved by the CIA, and its author, Bayard Stockton was a former CIA officer who worked with Harvey. Strangely. at least to me, he died before the book was published. 

In it Stockton wrote: “…The stories about JMWAVE are legion. Among them is the tale of a visit by Robert Kennedy to JMWAVE – an incursion that in itself must have put Harvey into something south of a slow burn because CIA operating premises were off-limits to non-Agency personnel, regardless of rank or stature. As Kennedy roamed the building, he heard a telex machine chattering away. He ambled over to it, ripped the message out, and began to read it. Incensed beyond courtesy, Harvey, in turn, ripped the copy from the attorney general’s hands and thundered words to the effect that Kennedy was not cleared to read classified Agency correspondence. Both smoldered. The incident naturally became legendary and was symptomatic of relations between the two men.”

While RFK and Harvey were natural enemies who were forced to work together, one aspect of the Valkyrie plan was to get JFK/RFK to approve a plan, the  Pathfinder Plan to kill Castro, as they had approved the industrial sabotage plans through the Special Group of the National Security Council (NSC).

There were a number of Pathfinder teams at JMWAVE, but I only know of three, each with a Cuban team leader, a CIA case officer and a trainer, as well as three civilian millionaires who sponsored and supported them – William Pawley, former owner of the Havana bus system (and other industries), mobster John Rosselli, who came in from the early CIA-Mafia plots to kill Castro. and Clare Booth Luce, wife of the publisher of Time-Life.  

There were many dozens of case officers, each of whom handled a number of Cubans. Carl Jenkins was a case officer for a number of Pathfinders, including Rafel Chi Chi Quintero. Another case officer was Porter Goss, who would rise up in the ranks of the CIA to the top to become Director, and today he should be questioned about his JMWAVE case officer days

Bradley Ayers’ team leader was a young Cuban, Julio Fernandez, and their team was co-sponsored by Clare Booth Luce, who wrote about them in her Life Magazine column, calling the Cuban commandos "My Boys."

On the night of the assassination Julio Fernandez called Luce and told her his group (probably DRE) had photos, tape recordings and other evidence associated with the accused assassin Lee Harvey Oswald, linking him to Castro. Luce also gave the keynote address at the Association of Former Intelligence Officers - David A. Phillips organization, when Congressional investigator Gaeton Fonzi introduced Phillips to Antonio Veciama. I'd like to get a transcript of that speech.

Ayers trained the Fernamdez-Luce team in small boat maneuvering and tactics at the Pirates Lair base deep in the Everglades swamp while the snipers were trained at Point Mary.

Besides supporting some JMWAVE commandos William Pawley also used his own boat for covert mission including the Bayo-Pawley operation that included Rosselli’s mobster friend John Martino, who expressed foreknowledge of the assassination.

Roderick’s team was co-sponsored by Rosselli, and trained primarily in first class sniper techniques and tactics by John “I.F.” Harper and Carl Jenkins at Point Mary, then a remote area off Key Largo.

At some point Rosselli asked his case officer William Harvey for some additiomal special arms and weapons. It was arranged for a special U-Haul trailer full of arms, ammo, explosives and sniper rifles that were to be infiltrated into Cuba and used against Castro. The contents of this cache were inventoried by the CIA but never released.

As Stockton writes about it in his approved biography of Harvey, “Another popular JMWAVE story is the U-Haul truck deal. Writers like this one because, to them, it proves that the CIA and Harvey provided arsenals to the Mafia.” 

Shackley: “Bill came down with a list…four or five pages….of equipment he wanted. Nothing particularly out of the ordinary in that. We turned the list over to the JMWAVE warehouse manager, who loaded the stuff into watertight containers. All very standard procedure. I rented a truck through three or four cutouts and drove it into the JMWAVE compound. The stuff was manifested in and out. I drove the truck out of the compound and turned it over. Bill and I followed it to a parking lot in South Miami. The driver of the truck took a hike and caught a cab. Bill and I waited; maybe up to an hour….It was no different from any other odd request for equipment.”

According to Rosselli however, while Harvey approved of and made arrangements for the U-Haul truck load of arms, he recalls James O’Connell as being the one with him on the hour long stakeout of a vacant lot behind a Cuban restaurant in Miami. They watched as Cuban #3 picked up the truck drove it away. In his 1975 Church Committee testimony, Rosselli said Cuban #3, who he refused to name, often made runs to Cuba in his powerboat, sometimes depositing teams of commandos and snipers. The U-Haul arms cache, inventoried in a detailed manifest, included high powered rifles with scopes and ammo that Shackley says were packed by the JMWAVE warehouse man in waterproof containers so they could be easily and safely shipped to Cuba.

Stoxkton writes, "During…. the climax of the Cuban Missile Crisis, it looked as if the United States was going to war.” He quotes Shackley as saying: “American military teams were ready to be infiltrated ….pathfinders and people like that. I was to be in a plane with the airborne commander. The presumption was that the American military would pacify Cuba, and then J-2 – military government would take over. I guess I would probably have been Havana station chief…Then Bobby heard there was a commando team on the water, which he had not authorized, and he called them back.”

Yes, “American military teams were ready to be infiltrated….pathfinders and people like that…Then Bobby heard there was a commando team in the water, which he had not authorized, and he called them back."

All of the Pathfinder missions to Cuba were planned in detail and either approved or “disaproved” by the National Security Council (NSC) and the President.

The primary approved missions were to sabatoge and destroy key industrial targets – such as oil and sugar refineries, and three or four a month were  approved. Some of these Pathfinder commandos were captured, and revealed that they were trained by the CIA and their missions approved by the government, a fact that Castro mentioned in speeches.

"In Washington (on September 10, 1963), Ambassador-at-Large Llewellyn E. Thompson prepared a memo of his conversation with the Russians and JFK’s response. As described by Mark White, the editor The Kennedys and Cuba, 'In a secret message to JFK, Khrushchev makes clear that he is aware of the recent resumption of sabotage by the United States against Cuba. He also warns Kennedy that the Soviet Union will respond if Cuba is attacked.'” 

Despite the official State Dept. declaration of March 1963 that no attacks would be made against Cuba from US Shores, the NSC Special Group approved five such missions in April and June and carried out in the fall of 1963.

As Watergate burglar and JMWAVE Pathfinder boat captain Rolando Martinez said, “I took many men to Cuba, some with high-powered rifles with scopes, that weren’t meant to kill rabbits.”

And killing Castro was certainly on their agenda, was propised numerous times and seriously considered by the NSC Special Group, and the President. 

During the Cuban Missile Crisis William Harvey sent the Pathfinder teams into Cuba to prepare for a possible invasion, their original task thwy were trained for. but when RFK found out, he had them recalled

He then dismissed Harvey as head of the Cuban Task Force, replacing him with Desmond FitzGerald, who had the Kennedy charisma, and many thought he was somehow related, though they actually weren’t.

The CIA sent Harvey as Chief of Station to Rome, where James Jesus Angleton had served in the OSS during WWII and Clare Booth Luce had been ambassador. But Harvey maintained his case officer relationship with John Rosselli, who remained a close friend and drinking partner, and both were heavily involved in the Pathfinder Plan.

The last time Harvey and Roselli officially met was in Miami in June 1963 when they wined and dined together and Harvey paid for their hotel bill on the ZR/RIFILE assassination account.

And there is a good reason why it was called that, as the sniper rifle became the prefered mechanism of death.

Just as there are five aspects of the strategic Valkyrie plan to kill Hitler that fit like a glove over the Dealey Plaza operation, the Pathfinder Plan served as a detailed tactical plan, but didn’t use the one part of the origional Valkyrie plan that didn’t work – a bomb.

The one CIA document that remained in their files that mentions the July 20, 1944 Valkyrie plot to kill Hitler and was belatedly found, was a one paragraph mention of it in a Cold War fifties-era propaganda pamphlet that blames the failure of Valkyrie plan on Communists.

Rather than Communists however, there are three generally acknowledged reasons why the bomb failed to kill Hitler. For one the meeting that was supposed to be held in windowless concrete bunker was moved because of the hot weather to a wooden clapboard map room with open windows that instead of absorbing the shock of the bomb, allowed the explosion to extend outwards. A second reason was the fact that Von Stauffenberg didn’t have time to set the fuse for both bombs, and only put one active bomb in the leather case. If the unfused bomb had been included, the explosion of the first bomb would have activated the second and everyone in the room would have been killed. The third reason was that after Von Stauffenberg had placed the bomb on the floor under the table next to Hitler, he used a phone call as an excuse to leave, and someone moved the bomb case a few feet away from Hitler, behind a large, oak table leg that deflected the explosion away from Hitler, saving him.

Hans B. Gisivius, the military officer who was also an agent of Allen Dulles, advised against using an unreliable and insecure bomb, when they could just shoot Hitler to kill him.

Dulles and Gisevius had opposed the use of a bomb, preferring a pistol up close or a sniper in an ambush as more likely to succeed and their fears proved true. Gisevius supported the coup and killing Hitler but was against the use of a bomb. as he told Von Stauffenberg: "I just I have the feeling we'll never succeed. I'm not speaking through fear. But I have a feeling very few of us will be alive this time next year, regardless of what happens with your bomb."

So rather than poison or exploding sea shells and cigars, it was decided to try to kill Castro by having him shot by snipers with high powered rifles - as he drove by in an open jeep, his usual mode of travel. 

Some of the Pathfinders were still trained in explosives by John “I.F.” Harper, but some of them, at least one in each team, were trained as a first class sniper by Harper, Carl Jenkins and Army Ranger Capt. Ed Roderick. 

And so the planned mechanism of death for Castro was to shoot him in the head from a distance with a high powered rifle, which would also allow for the assassins to escape.

Now as every hunter knows, there are two different approaches to killing your game, either stalking them until an opportunity presents itself to shoot and kill them, or setting up a stand, like an tree elevated deer stand along the trail the intended victim was known to use or would be using.

All of the Pathfinders were expert marksmen, but the best standouts were given special first class sniper training by Capt. Roderick, I.F. Harper, Carl Jenkins.  And John Roselli was with them, dressed in a US Army officer’s uniform and known around the camp as “Colonel Rawlins,” whose speciality was “strategy.”

There are three types of snipers, third class – civilians, in civilian clothes, with minimial possible military training. They use a third class weapon, leave it behind like a Saturday night special, and escapes by simply blending into the crowd, as the Sixth Floor sniper did. 

Second class snipers are regular military, in uniform, with a standard issue sniper rifle with scope. 

First class snipers are tested, specially chosen, trained by other first class snipers, and given the best, most modern and efficient weapon. They work with a spotter, and are throoughly trained more so in camelflague, insertion and exfiltraion than in actual shooting, as they are already really good shots.

While the presence of Rosselli at JMWAVE training bases has been used by some to say that the whole operation was a Mafia hit, sniping is not their style. The mob traditionaly just shoot the victim in the back of the head and leave his body where it can be found as an example to others. The only known mob hit that utilized a sniper with a high powered rifle that I am aware of was the murder of Bugsy Siegal. He was shot in the eye through a window while sitting on a couch in the apartment of his girlfriend (Virginia Wolf). That hit was approved by the Board of Directors of the  National Crime Syndicate that was formed in Atlantic City in 1929 for the purpose of resolving such disputes between mobsters.

When Bissell/O’Conner and Robert Mahu asked Roselli to help the CIA kill Castro, as Sam Giancana’s man in California and Vegas, he had to get permission from Giancana. The Chicago mob boss brought Tampa and former Havana crime boss Santo Traficante into the picture. Traficante was left out of the deal when his plan to poison Castro failed and it was decided to use the JMWAVE commando snipers.

Giancana later said that their involvement in the CIA plots to kill Castro would get them all killed, and he was murdered by someone he knew before he could testify before Congress about these things.

Rosselli did testify before Congress in secret sessions twice, and then told Washington columnist and investigative reporter Jack Anderson about what he had to say. Rosselli claimed that his JMWAVE commando team was sent in to Cuba to kill Castro, but was captured, tourtured by Castro, turned and sent back to kill JFK in Dallas.

But these anti-Castro commandos hated JFK as much as they hated Castro and would have killed him on their own if given the chance. And some of them were given that chance.

One such secret covert maritime mission to Cuba, as described by Rosselli, was set for late October, 1963, around Halloween. The JMWAVE commandos were let off a CIA raider ship, The Rex, a large former Sub Chaser. Maneuvering their small crafts as Brad Ayers had trained them, they were ambushed as soon as they got ashore. The mission was betrayed, and the Rex barely got away from Cuban patrol boats with machine guns firing.

Castro paraded the captured commandos on Cuban TV and said they were captured with high powered rifles with scopes and admitted to being trained by the CIA to kill Castro.

A day later, on November 1, 1963 the New York Times ran a front page cover story along with a picture of the Rex, that they found docked in Key West, not far from the Kennedy compound. The NYTs reported that Rex was owned by the Nicaraguan Somoza family, and leased to Collins Radio, of Richardson, Texas “for electronic research.”

THE PATHFINDER PLAN

The details of the Pathfinder Plan to kill Castro did not surface until 1975, when it was announced that the Church Intelligence Committee would investigate the CIA’s plots to kill Castro, and eight CIA National Photo Interpretation Center (NPIC) technicians came forward and told their director, Dino Brugioni, that they were knowledgeable about a plot to kill Castro because they had worked on it at Task Force W and JMWAVE.

As Brugioni explained in a memo to his boss at the CIA, the plan the NPIC technicians knew about and worked on was called the Pathfinder Plan, and was director by Carl Jenkins. They also reported that Jenkins led a motorboat drive by machine gun shooting of a beach house thought to belong to Fidel Castro’s brother Raoul.

The plan they said was for snipers to shoot Fidel Castro in the head with high powered rifles as he drove by in an open jeep at two locations he was known to visit, including the Bay of Pigs, where he kept a boat and was made into a sort of tourist attraction.

The other location was in Veradero, a high end North Shore resort where Castro was known to visit the once exclusive DuPont estate known as Xandau. There was only one road to Veradero, and it just so happened that Dr. Rolando Cubella (AMLASH), had an apartment in Veradero that the CIA considered using as a staging area for the attack on Castro.

One of the Pathfinder snipers, Felix Rodriguez, wrote in his book Shadow Warrior:

“I was given a weapon… a beautiful German bolt-action rifle with a powerful telescopic sight, all neatly packed in a custom-made padded carrying case… a box of ammo, twenty rounds. I was told that I wouldn't have to sight the rifle, as it had already been zeroed in. Apparently the resistance had obtained a building facing a location that Castro frequented at the time....We were supposed to debark onto a Cuban boat near Varadero Beach, an area I knew from my childhood. From there we would be taken to rendezvous with members of the anti-Castro resistance…..We would be provided a safe house, then move to the room where we'd be able to shoot Fidel….”

But according to Rodriguez, the three times he was sent to Cuba to carry out the Pathfinder mission, he was called back each time, just as John Rosselli said his commandos were recalled three times.

In addition, the NPIC employees said that as far as they knew the Pathfinder Plan to shoot Castro was never carried out, and in fact it was, as they put it, “disapproved by higher authority.”

The NPIC technicians at JMWAVE said that “a number of our photo interpreters supported Carl Jenkins of the DD/P (Deputy Directorate of Plans) concerning a plan to assassinate Castro at the DuPont Veradero Beach Estate, east of Havana. Castro was known to frequent the estate and the plan was to use a high powered rifle in the attempt. The photo interpretation support was restricted to providing annotated photographs and line drawings of the estate.”

The NPIC employees said they compiled maps and photos of the area and probably aerial and U2 photo and blueprints of buildings. They also said that the Pathfinder Plan folder was kept in the NPIC section of the JMWAVE station instead of the Operational Files where it belonged.

When a retired NPIC secretary was asked by the Assassinations Records Review Board (ARRB) about the disposition of the NPIC files that may have a bearing on the assassination, she said that Attorney General Robert F. Kennedy had instructed her to box those records and have them delivered to the Smithsonian Institute. When asked if she meant the National Archives, where they belonged, she said no, she specifically recalled it was the Smithsonian, but the AARB did not ask the Smithsonian for the NPIC records or any records they may have relevant to the assassination.

When G. Robert Blakey of the House Select Committee on Assassinations (HSCA) requested any records the CIA may have on the Pathfinder Plan, they said they had none, but later, the Brugioni document was discovered buried in the middle of the CIA’s Frank Sturgis Security file, even though Sturgis had nothing to do with Pathfinder and was operational run by Air Force Intelligence rather than the CIA.

So the Pathfinder Plan file was intentionally misfiled three times that we know of – in the NPIC section of JMWAVE, at the Smithsonian instead of the NARA on RFK’s instructions, and the only CIA document that mentions Pathfinder in the Sturgis Security file.

Carl Jenkins, named in the NPIC Pathfinder Plan document, worked closely with Gene Wheaton at National Airlines, a cargo shipment company that may have been a front for the CIA (as described JFKcountercoup: CIAir ). Wheaton apparently owned the airline and hired Jenkins to be his Washington representative. When Wheaton was in Washington he stayed in a bedroom reserved for him at Jenkin’s home, and they were close personal friends and business partners for many years.

Wheaton was a military investigator by profession and earned a Presidential citation for his work on security in the Middle East and was not a silly conspiracy theorist. When he learned that Congress had established the Assassinations Records Review Board (ARRB) in 1992 to search government records for documents related to the assassination of President Kennedy, he wrote a letter to ARRB chairman Judge John Tunheim. Interviewed by ARRB staff attorney Anne Buttermer, he presented her with Carl Jenkins’s vita-resume, an old passport and other documents that proved he knew the man personally.

According to Buttermer's ARRB outside contact report, Wheaton told her "Cuban exiles who were originally trained by the CIA to kill Castro, killed Kennedy instead, considering him a traitor for his failure to support them at the Bay of Pigs." 

Wheaton said that "people above the Cubans wanted JFK killed for other reasons," and that "the matter is not complex, but convoluted."

Buttermer then suddenly quit her job at the ARRB and disappeared, and the Review Board never followed up on Wheaton’s information and failed to get files on the relevant individuals named by Wheaton. He belatedly received a ARRB form letter thanking him for contacting them.

Two documentary film makers interviewed Wheaton before he died, Matt Ehling and William M. Law, both featured in a virtual presentation I made with Ehling for the 2020 CAPA Conference.

In one interview Wheaton says:

 “The straight story is that there was a CIA fronted program to assassinate Castro and Carl (Jenkins) was in charge of training the Cubans in Miami to assassinate Castro and it was paid for by the CIA. They would go from Texas down to Mexico and take some convertibles and things into the hills and rocky areas and set watermelons up in the back seat and they had what they called a triangulation shooting team. And they were according to THEM, THEY were the ones that diverted the Castro funds and training for their own agenda to snuff Kennedy. It was a paid element and they were CIA people. They were training to assassinate Castro, but if you are trained to assassinate one person, you can use that training to assassinate anybody with that same training. That’s what they were using – the paid training program to get Castro. The Cubans, because of the imprisonment of those guys and JFK backing off at the last moment in support of the Bay of Pigs invasion, they were still angry, still are to this day. There was another clique above them that was worried about Kennedy not increasing the program for escalating the hostilities in Vietnam, Laos and Cambodia. So at an extremely high level, I’m talking about the political elite level, the shakers and movers of the country – the top guys in the Pentagon and White House, did not want Kennedy to shut down that war because they were just getting it warmed up and wanted to escalate.”

“Chi Chi and Carl Jenkins were in charge of the main team,” Wheaton continued, “Carl Jenkins was training Chi Chi (Quintero) and several other shooters, about five of them – and I.F. Harper helped train these guys to assassinate Castro. According to THEM, they just went off and decided to get their revenge on Kennedy for his failure to support the invasion of Cuba.”

With his personal association with Jenkins and the Cubans, Wheaton echoed what Bill Turner said at a COPA Conference in Dallas in the 1980s:

"We now know to a fairly good degree of certainty what happened at Dealey Plaza. The motives were piling up - the Bay of Pigs, Cuban Missile Crisis, Vietnam, the back channel to Cuba, - the motives were piling up to the point they had to assassinate him. I think it’s' pretty obvious, with the compilation of the information we have today, that the mechanism of the crime came out of the allegiance between the CIA and the Mafia. They already had an assassination apparatus set up for killing Castro and they just switched targets and killed Kennedy instead."

And the specific plans to kill Castro that were redirected to JFK in Dallas were the strategic Valkyrie Plan and the tactical Pathfinder Plan, both of which we now know a lot about.
