FRIDAY – NOVEMBER 22, 2019
In keeping with CAPA’s ongoing efforts to pursue the
truth and seek justice for the JFK assassination, CAPA will be conducting a
mock Court of Inquiry at the conference. A Court of Inquiry is a unique Texas
procedure used to examine allegations of prosecutorial misconduct and wrongful
convictions. Members of the CAPA legal committee will argue that the arrest of
Lee Harvey Oswald should be expunged because of a lack of probable cause that
he shot President John F. Kennedy. This would clear his name officially
and leave the case technically unresolved opening the door to a real
investigation. The CAPA legal committee hopes to file an actual Court
of Inquiry petition in the future and will be using the mock hearing as a
rehearsal or dry run to see how a state court judge will respond to the
evidence. To that end, the attorneys will experiment with different
arguments to see which lines of evidence would work best in an actual
hearing. Judge Jay Karahan, retired, will be the presiding judge.
MEET THE ARCHIVISTS’ PANEL - The panel will consist
of archivists from the major JFK Collections who will discuss the current
holdings in each of the participant's repositories, the process to access this
material, and suggestions for archiving collections for researchers in the
future.

Bill Simpich will discuss the intelligence unit of
the Dallas Police Department and its role in the investigation/coverup of the
JFK assassination.
FORENSICS PANEL - Using modern analytical tools, a
panel will review some of the forensic evidence regarding the rifle and bullet
fragments used by the Warren Commission and HSCA to support the conclusions of
their reports.
Cliff Spiegelman, Senior Research Scientist at the
Texas A&M Transportation Institute, Editor Emeritus for Chemometrics and
Intelligent Laboratory Systems, Statistics Advisor to the Texas Forensic
Science Commission
David Josephs, a long-time researcher who has
written extensively on the JFK assassination
James Wagenvoord - Former Life Magazine
executive will reveal the inside story of the Zapruder film, the alteration of
certain photos associated with the assassination, and the “backyard” Oswald
photos
Rolf Mowatt-Larssen is a Senior Fellow at Harvard
Kennedy School Belfer Center. Prior to joining the Belfer Center, he served for
23 years as a CIA intelligence officer in various domestic and international
posts. He is a recipient of the CIA Director's Award, the George W. Bush Award
for Excellence in Counterterrorism, the Distinguished Career Intelligence
Medal, Secretary of Defense Civilian Distinguished Service Medal, and the
National Intelligence Superior Performance Medal. The title of Mr. Larssen’s
presentation is “Marked for Assassination: Who Killed JFK?." Drawing
on his 23 years as a CIA clandestine services officer recruiting spies and
hunting moles, as well as his access to classified CIA files, he will
offer the perspective of a CIA case officer who understands how the agency
plans and carries out operations. He will be laying out an outline or template
through which researchers can perhaps reassess the facts and/or modify the
analytical basis for finding a breakthrough that might establish what really
happened, and who did it
John Newman - author of many books on the JFK
assassination, will speak about research for his new book volume which will
demonstrate how Antonio Veciana’s years of deception about his case officers
(laid out in Volume III, “Into the Storm”) reveals a roadmap of new leads he
will be pursuing in his upcoming Volume IV—“Armageddon.”
Judge Brandon Birmingham - Ruby Trial Judge
Burt Griffin, former Warren Commission attorney who
assisted in the investigation of Jack Ruby, along with Judge Brandon
Birmingham, will speak about the Ruby trial. Judge Birmingham arranged for original,
nonpublic documents and artifacts possessed by the Dallas County District
Attorney’s Office relating to the Jack Ruby trial to be made public.

CAPA NOVEMBER IN DALLAS CONFERENCE
The conference will be held 22 and 23 November 2019
at the new Marriott Courtyard hotel at 310 South Houston Street in the Dallas
Downtown/Reunion district which is just two short blocks from Dealey Plaza.

The Marriott Courtyard rooms are sold out.
Two other hotels have agreed to block 20 rooms
each. The sister hotel to the Marriott will block 20 rooms at the same
rate as the Marriott ($139 plus taxes). It is three miles from Dealey Plaza but
